EU insect-protein rules for pet food in 2026: a B2B buyer's checklist

Insect protein has moved from novelty to a documented feed ingredient, and the EU has been steadily opening the door — but "open" does not mean "anything goes." The rules differ by species, by product form (food vs feed vs pet food), and by where the material comes from. This guide is the shortlist we hand to EU-bound buyers so they can clear a supplier before they commit a formula.

1. The EU baseline: food, feed and pet food are different lanes

Two frameworks matter, and they don't overlap cleanly:

• Novel Food Regulation (EU) 2015/2283 covers insects sold for human food. A handful of insect species (e.g. yellow mealworm, house cricket, lesser mealworm, migratory locust) are authorised in specific forms (dried, frozen, powder).
• Feed / animal-by-product rules cover insects used in animal feed and pet food. Insect-derived processed animal protein (PAP) has been permitted in certain feed uses since the partial lift of the former total ban (Regulation (EU) 2017/893 amending Regulation (EC) No 999/2001), with pet food and aquaculture among the allowed destinations.

For a pet food brand, you are almost always operating in the feed/pet-food lane, not the novel-food lane — so the species list and paperwork that apply are the feed ones, not the human-food ones.

2. Which insect species are cleared for farmed-insect PAP

Commission Regulation (EU) 2025/1377 (15 July 2025), amending Regulation (EU) No 142/2011, lists the insect species whose farmed-insect protein may be placed on the market / imported, including:

• Black soldier fly (Hermetia illucens)
• Common housefly (Musca domestica)
• Yellow mealworm (Tenebrio molitor)
• Lesser mealworm (Alphitobius diaperinus)
• House cricket (Acheta domesticus)
• Banded cricket (Gryllodes sigillatus)
• Field cricket (Gryllus assimilis)
• Silkworm (Bombyx mori)

This is a fast-moving area — new specifications and third-country listings are added over time. Treat the above as a starting point and confirm the current status in the official EU register before you lock a specification.

3. If you import, the country of origin matters

For pet food (other than raw pet food), the EU restricts imports to listed third countries. Indonesia, for example, is listed for processed pet food containing insect-origin PAP. If your supplier is outside the EU, ask early whether their country and their product format are on the approved import list — this is a common silent blocker.

4. What to verify with your supplier

• Species + intended use: confirm the exact species is cleared for pet-food use in your format, not just "insect protein in general."
• Origin / third-country status: if imported, confirm the country is on the pet-food import list for insect PAP.
• Processing method: microwave-dried, defatted, powdered — each step should be documented and consistent batch to batch.
• Per-batch CoA: species identification, protein/fat/moisture, microbiology, and any residue or heavy-metal testing relevant to your market.
• Traceability: can the supplier tie a CoA back to a substrate lot and a production batch?
• Labelling: insect-derived ingredients must be declared clearly on the label — the same transparency standard applies to what you pass down the chain.

5. Red flags before you deposit

• A supplier who quotes "insect protein, EU-approved" without naming the species or the specific regulation.
• No per-batch CoA, or a CoA that never varies (real batches do).
• Vague on country of origin for an imported product.
• "We'll handle compliance after the first shipment" — for the EU, that order is already non-compliant on arrival.
